I don't blame you, Mitch has pretty much squandered any momentum that came after Katrina, Cantrell or Charbonnet will just complete the movement towards 2005 governance.

i defend it from the standpoint that nearly all cities in Louisiana are fricked, so singling out nola is certainly strange

This is a symptom of a bigger problem, Broome's inability to find a chief administrative officer to actually run the city. A real CAO running the city would be all on top of this and not let this foolishness happen. You can succeed as a nice guy, get along mayor only if you have a strong right hand man getting things done. Kip knew this and that's why he was a good mayor.

The mayor has no control over the COA. It's a charity funded almost completely by public tax dollars (starting in 2018). That's where the problem lies. They aren't subject to the same standards as a govt entity so they will use this $8 million/year budget as a giant slush fund for the local political mafia.
