A strong-mayor should have control over everything. I agree with you the mayor doesn't have control in the same way as she would over a city department head, but the mayor does control some board seats and specific projects. She did find a way to get the police chief to resign, if she could do that she can have input in how the COA functions.

Why would the mayor want to control the COA? It's a perfect setup for her. She gets deniability and can distance herself from their actions while using her buddies there to buy votes from the community with taxpayer money. This is the best situation possible for her. Hell, they've even got judicial cover.
