Had I not seen this type of behavior first hand I would agree with you. Guys are usually drained and no doubt their performance suffers along with their personal life.
In a scenario where he has one day a week off and makes up for it working doubles he has time to cover his bases. Maybe he has an understanding wife.
Hell, I don't know the department rules but maybe free meals and bank visits on the clock are acceptable.

Lets run this down by math to show that this is impossible and fraud:
365 days in a year
8760 hours total in a year
This man purportedly worked 4,745 hours total for the year.
That leaves 4015 hours during the year that he didn't work.
Let's assume he only sleeps 6 hours a night. The total is 2190 hours of sleeping over the course of the year.
That leave 1825 hours of the year where he wasn't working or sleeping.
That is 5 hours a day for the entire year not spent sleeping or working.
Call me crazy, but this Lieutenant is completely full of shite.
ETA:
Assuming he takes off one day a week where he isn't being paid or working is 1152 hours a year.
So the number of off hours is down to 673.
So for the 317 days a year where he works, he has roughly 2 free hours a day where he isn't working or sleeping. So really he is averaging closer to 16 or 17 hour days 6 days a week while working.

I've done around 90 per week, but that's because I put in 16 hour days during the week and usually 10 on Saturdays. Didn't do that every single day, but probably 95% of the time.
You've just got to have responsibilities, something cops do not. I answered to two bosses and was in charge of between 50 and 75 people during that time. They all counted on me directing them, scheduling, lining up work, solving problems, getting contracts, dealing with buyers, government officials, and landowners, having sites ready, etc. If I didn't do that, the contractors didn't work and nobody made money. I had to be on point 100% of the time. No sick leave. On the rare occasion I was too sick to leave the house, I answered the phone all day and did paperwork
I never got paid overtime. I don't require more than 3 hours of sleep, so I had no problem with it. Reason I stopped after two years of that was because the money =/= the responsibility
My dad also set the record for most hours working in a week at KPMG when he was younger. IIRC, he worked 148 hours in a week. Even at 60, he'll sleep at his office sometimes in March and April (some of that could be to get out of the house though)

I believe I read their policy is 8 hours of sleep between shifts so that would be 2,920 hours of sleep for the year. That leaves him 3 hours per day for the year of free time

Not at all. BRPD works 4-10's. So they work 4 days and are off 3. He takes off one day a week. That is 520 hours of vacation he will use. He can do this for over 2 years without ever zeroing out on his vacation if he was maxed out when he started this. That leaves him 4 days off each week.
As I stated before, you are allowed to work 6 hours of OT after your shift ends, so if you do that on those 3 days he is actually at work, then that would be 18 hours of OT on the days he actually works.
He averaged 50 hours of OT a week last year according to that link. So that leaves him 32 hours of OT over those 4 remaining days left in the week.
If he works two 16 hour days of OT, then he would still have two days off every week to relax and recover from his work week.
If he splits those 32 hours over 3 of those 4 days, he would still have a single day off a week.
80 hours at work is a lot, but isnt uncommon. For medical students doing their residency, 80 hour work weeks are the norm

Did anyone mention that he runs a side business as a caterer and apparently (based off of OT Detective FB stalking earlier in the thread) spent some vacation time in Vegas last year? Which really throws a wrench into the calculations. Even a few days of straight vacation being spent out of town, no OT possible, would really mess up the averages.

Agreed but thats still 585 hours short of what he worked for the year right? So he worked 91.25 hours per week?

No one is saying that he never took a day off last year. BRPD earns vacation time. You use a vacation day, you still get paid for staying at home...or catering a wedding...or showing your show horse...or spending a couple of days in Vegas

Based on the amount of time you spend on TD I would believe that... Haha.
I am a little surprised that there hasn't been some internal backlash honestly. The fact that he commands the unit and doles out all of that grant OT to himself and his guys exclusively would seem to raise the hackles of others. But I guess not?
