There is that word fraud again
The parish's PTO accrual/rollover system was given as a benefit in the place of monetary compensation. It was presented in the manner of, "what we can give you in salary, we will give you in retirement and benefits".
Not sure how the rollover and accrual is an issue and or a problem.
If for example, I am given 10 days off a year and I work 10 years, then that's 100 days off that my employer has given me as a benefit over the course of my employment.
How is taking 10 days off every year any different or better than me waiting 5 years and then taking 50 days off and then waiting another 5 years an taking the remaining 50 days off. At the end of 10 years, 100 days were wwre given my the employer and 100 days off were taken by the employer.
If leave can be taken and it doesn't create manpower or staffin issues, how is it a problem?

If all an officer can accrue is vacation, then yes.

He's not working the hours so stop trying to work the logistics out with Speedy. It's painfully obvious to anyone who doesn't have an agenda. It's worth noting that all of his boys on the DWI task force are right up there with him in terms of hours of OT worked. These clowns are all in on it. They are defrauding the federal government but where it really hurts the city is the way their retirement calculations are structured.

I believe it is just skirting inside the rules. Saying it is impossible to do is another story. That is all I have maintained.

Obviously the DWI task force get the most OT, it will add up pretty quick.
They work their normal 40 hours a week looking for DWI's. Sometimes that last arrest is when they are just supposed to be getting off, or "on the way home". Well now they just got another few hours added by going through the whole process of a DWI arrest.
Then they have weekly or bi-weekly meetings before their shifts start, they are going to those meetings for free.
Then, they have to spend 8 hours a few days a week at court, in case they get called in to the court room. If you go to the 3rd floor of city court on a Wednesday, you will see the entire DWI task force sitting outside the courtroom talking shooting the shite.
Throw in some extra detail on an off day and they can easily work 100+ hours in one week, which offsets the weeks they don't work as much.
And the federal grants are paying the officers overtime, so it's not hurting the city or the taxpayers. That is until they retire, and those 3 consecutive highest paid years are used to determine their retirement plan.
They are working the hours, in one way or another. Meetings, court rooms, patrolling, booking. Now, all of their hours might not be productive, but unfortunately, they are necessary.

Ummm.......
ETA: not to mention that the Feds only require 1 checkpoint a month for grant money.
BR ran 70 last year. In order to get more fed funds.

FD = $52,791.66
Doesn't count OT or free housing or free car. Also have to take into Consideration the "age" of each department. The FD is very top heavy due to huge classes hired 27 to 30 years ago and the lack of hiring for 2 to 3 years before this year. You should look into average years of service for each department and that would narrow that gap big time. FD has far less cost footprint than police do.
