The city would rather pay an existing employee 10 to 15 hours of OT a week to work these special events than to hire a completely new full time employee.
That new employee's yearly salary, training, all issued equipment, health, benefits, and retirement make giving that OT to an existing employees more cost beneficial since they are already given the current employee all of that

If you are referring to the Transportation Trust Fund, LSP is statutorily allowed funding from it. As for the pay increase, it has been 100% publicized exactly where it is coming from, which is a fund created by HB 872 dedicating fees from uninsured motorist reinstatement fees to the Office of State Police. Talk out your arse much?

How has no one mentioned the fact the a damn librarian is bringing home 90k?

Ok, so he punches a clock for an average of 13 hours. No one disputes that. It is proven and backed with the proper paperwork.
The dispute is about wheter he is effective on his job. That is a different discussion. The department has set the rules for fatigue and this guy is following them, unless Speedy has misrepresented the policy.

So you DO think he is lying.
As I said, I have seen those type hours clocked. No way I want to sacrifice my life in order to do it though. It is extremely unhealthy and ususally ends in burnout or hospital stays.

Librarian at least has a college degree.
Library sciences, but still a four year degree.

Is overtime pay considered when they calculate a pension these officers receive once they retire or is their pension solely based on their regular salary?

Well, the number crunchers at the Legislative Fiscal Office said it financially sound at 20% so either the DOTD number crunchers need more education or you are just full of shite. I'll go with the latter.
