Baton Rouge Baws - Why did this storm seem to flood areas that 2016 didn't touch?

It seems as if there are plenty of reports from people saying they have water in their yard and 2016 didn't affect them. What changed?

Where the heaviest rain fell.

silting. Also there are massive south winds pushing water back up from ponchartrain all the up bayou manchac.

2016 was flooding from local rivers and water backup.
This overwhelmed drainage from the rainfall rate. So there were different spots that backed up.

there are two types of flood
1) flash flood. too much rain in a short amount of time for the drainage system to handle (today's rain)
2) river back water flood - too much rain in a region for the rivers to handle (2016 flood)
i know people that flooded twice in 2016. 1st from flash flood that quickly receded. then the next day when the Amite back water flooded them again.

Heaviest rain fell in BR proper.
2016 most of the rain sat over the Felicianas.

River was lower than normal before the rains started yesterday.
It does look like the Bonnet Carre is holding water up in the Amite though.

BR drainage said they have a plan for $15 million and 2 years to hopefully fix it. We are safe.

Around 3" in a 30-60 minute period this morning during morning rush. Some areas got around 5-6"in past 24 hours.

2016 was a 3-day rain event over much of Baton Rouge but primarily north of Baton Rouge. That event saturated much of the area south of the rain event to the point where when that water moved to Baton Rouge the only ways it could spread was east-west because the southern areas were already full.
Today's even was just a major frickton of rain in a ridiculously short timeframe. The MS River is high but the ground gets drier the farther you get from it with many of the bayous/creeks/etc fairly low. An hour after the rain stopped the flooding was over for probably 99% of the flooded spots.
There also may be those who are victims of clogged ditches/drainage, but that's a different critter.

BTR Airport 5.77 inches 10 am Wednesday to 10 am this morning.
3.68 inches fell between 7am to 10 am (3 hrs)
