So why didn't the SS sniper shoot first? He has a super scope and sees a gunman on a roof pointing a rifle at a crowd with the ex-president at the podium but he has to wait for the gunman to take the first shot? He has to wait for a Superior to give him the okay to shoot?

The gunman was on the roof alone. It's not like there was any danger of missing and hitting a bystander. It's clear that the gunman had a bad motive.

He was confused. Everyone was probably confused. He probably wasn't sure if the shooter was a threat or a local cop or fellow SS agent.

I’m going to guess the split decision to shoot gets clouded with multiple agencies involved and not knowing who is set up where. It’s easy to second guess everything after the fact. Clearly there was a failure on their part as far as scouting area but I don’t really know what all goes into that

In the video of the two snipers it is clear that they didn't have the shooter in their scopes prior to the shot, much less that they had the shot lined up and were waiting for permission. One of them even came off the scope and looked around after the shots started.

It’s been said they had an obstructed view due to a tree and it the gunman was mostly on a slope that was on the backside of the roof.

The gunman was in a prone position shooting with iron sights. He had to have been in that spot for at least a minute prior to firing. So it's not like the gunman was a moving target
