Arkansas is offering incentives to get the COVID vaccine

The number of people in Arkansas opting to get vaccinated is dropping. So Arkansas is now offering lottery tickets or gift certificates for hunting and fishing licenses if you get vaccinated.
I wonder what demographic is being ttargeted?

Not "enough" people are vaccinated. So much so that incentives are being offered to entice people to do so. All...
while those "too many" unvaccinated people are "recklessly" roaming about free and clear without any precautions. Yet....
hospitals aren't being overwhelmed (or even close to being overwhelmed) with covid cases.
It sounds like those who are vaccinated are not at any at any SIGNIFICANT risk from those "too many" of their peers who aren't. AND/OR those who aren't vaccinated are not catching/spreading the illness at any significant rate.

I haven't received the vaccine yet. I had Covid. I am hoping they are going to sweeten up the deal a little more.
