Are there any sort of animal cruelty laws that will actually be enforced in Louisiana?

So we found a dog last Friday on the side of the road. Poor girl was about to get hit and barely dodged a couple cars ahead of us, so we decided to pull over and get her. Looked like she hadn't eaten in a few days. We've been taking care of her for the past week.
Today, we found out a student that my wife (inb4pics) teaches bragged to the class that his family dumped her after they found out their offshore dad is bringing them home a husky (Trashy as frick). He said, while laughing "Aw shoot, you got my dog. We dumped her because we're getting a new dog and don't need her anymore"
Seriously, frick this kid and his trashy family. Are there any sort of animal cruelty laws that will be enforced if we report it?

It makes me paws and think how good my dogs have it. No way this kid passes your wife's class is there? She can at least make it ruff on him.

And Frankly I do not think they will ever see the problem, even if punishment is enforced. These are the kinds of folks that think that as long as you ARE NOT caught, you are OK

At the very least the kid should be shamed for thinking that is acceptable.

I’d file a police report just to have a record of why you have the dog.
Animal control in our parish is a joke, the people that run our shelter go above & beyond their job duties knowing they are fighting a losing battle.
