Report it and see what happens. It never hurts to try at all.
These trashy arse people need a huge reality check. They may not go to jail or pay all that monstrous of a fine but at least force them to spend quite a lot of time fighting off this charge or at least being uncomfortable talking to the police.

The goal is to one day build some kennels on our land when we build our forever home (probably in east Texas or Coastal MS) and try to take as many dogs from this area as we can and relocate them at local shelters. Our area is truly a black hole of inbred pieces of shite.
