I think it’s just a numbers game.
Not wanting to touch a public seat that’s down and then their initial stream catches some seat. It’s just bound to happen.
I’d imagine folks who do it and don’t clean it skew towards less talented and caring people, though.

I work with an orthopedic surgeon who does this. It’s a small hospital and the men’s bathroom is 2 urinals and 1 toilet. Twice I’ve seen him walk into the stall, leave the door open and piss all over the toilet seat instead of using his foot to lift it. It’s confirmation for what I thought of him before. He’s a terrible human being.

Worse still is that in ladies rooms now I’m finding piss on the seat that I didn’t have to clean off just 5 years ago.
I’m guessing it’s one of those “new” women doing it.

Seeing as how almost every public restroom I’ve ever been in has been gross I’m guessing it’s a combination of all. Buccees about the only nice public restroom left when I’m on the road.
