Hounds in general are stubborn just the breed

Your sister also isn't doing a good job taking care of it.

You want a stubborn dog, I have a beagle mixed with border collie. So he digs and herds.

I have a Bassett and Pointer mix that's a great dog. Smart, listens well, calm, and amazing with kids. It seems like we got the best attributes of both breeds.

Can't be worse than my wife's Boykin spaniel. She barks excessively, bites peoole, sheds terribly, eats trash, pisses herself, and drinks from the toilet. But she is super obedient in an open field. Damn bird dogs.

Bassets are fine apartment dogs. Very lazy and rarely howls while inside. But they are an ultra messy breed and stubborn as hell. And with that nose, there is no such thing as a 5-minute walk. They love to take multiple, massive shits, too. Very loveable and cute as hell, though.

Scent hounds and their noses. Walking a beagle means stopping at every bush and waiting for him to sniff every leaf individually. Try to get him to move on, and that's when the stubbornness kicks in, like when someone is wrong on the Internet, and your buddy needs to correct them before going to bed, "No! This is important!"

Ours used to be terrible about this. Still isn't perfect, but now a simple noise gesture is enough to get her to move on.

Saw a couple running with their two beagles the other day. It was pure awe that came over me. I have no idea how that could happen.

Per What the Dog Saw, Basset Hound is the only breed never to be responsible for a human's death. But yes they smell, are lazy, stubborn, and generally impervious to commands.
