OP should swap houses with the guy from the other thread who mows his lawn at sunrise with a gun in his hand. Then just sit back and let the crazies take each other out.

On the front of the house sure. But that is usually a very small section of fencing. The majority of the fence is on the side and back on most properties.

Rewarding bad behavior prolongs the bad behavior. You have set precedent with her that her constant surveillance and bitching is acceptable. Stopping it will take more aggressive measures since you have trained her to believe that what she is doing is ok.
You have to decide first if you want to do it legally or illegally. While illegal may be more fun you have to always assume you are being videoed. So far you are legally in the right and you need to maintain that status.
Written and video documentation are needed to proceed with an attorney. The more you thoroughly document everything, the more efficient your attorney can be, costing you less. Have all of your video marked, with corresponding written descriptions.
Or, you could simply give Sharkeitha a few dollars to catch this bitch at the grocery store. It is hard to climb a ladder when you have been hamstringed with a Kabar.
This last one is another way to stop bad behavior. If the pain is greater than the reward it will stop. The memory and fear of the pain will curtail future ladder climbing.

Clean it everyday in the back yard.
In addition to the craigslist ads I would sign her up to the NRA and buckmasters. They will call her 24/7 for more money and sell her info to other telemarketers.
And dont spray roundup. I had an a-hole neighbor who was very "green" he had a reel mower (not a gas mower, but an old school push mower). He left for work one day and I put 100 pounds of urea on his yard (50 in front and 50 in back) right before a rain storm.
His grass would grow about 6 inches a week. I would sit in my front yard with a cooler of beer and watch his scrawny liberal arse push that freaking mower.
Ahhh.. good times...
