Well if crime rate keeps you out of Manchester. I wouldn't even look at any of the other cities listed.
Manchester had 4 of the 22 murders.
BTW I'm not saying Manchester is the best ever. But from what I saw it's nice. But NH in general is nice.

Salt Lake City, UT - Beautiful city. Some people are out there, but I could look past it based on beauty alone.
Missoula/Helena, MT - Never been, but I've heard only awesome things about Missoula.
Birmingham, AL - it seems like the University of Alabama's "Mecca". After interacting with a lot of the fanbase at the Michigan-Alabama game in '12...no thanks.
Manchester, NH - not sure.
Charlotte, NC - I hated that town. Very strip-mallish, boring, plain.
Phoenix, AZ (metro) - never been.
Detroit, MI (metro) - Home for me. I love it. It gets a bad rap. I think if most people visited the Detroit area for a few days, they'd be surprised.
Milwaukee or Madison, WI - Milwaukee is pretty dangerous. Madison is a great college town. Beautiful area.
Greenville, SC - Never been

Bunch of people ITT that have never spent a good amount of time in Birmingham outside of Hoover. It's a pretty great place to live

Minneapolis is a great town. Definitely at the top of the list.

Charlotte, Greenville, Phoenix or KC. Midwest is different from the south but generally nice ppl. Do not move to Buffalo unless it's only a short stint...I live a little east of Syracuse for a yr and visited Syracuse and buffalo some. You don't want to deal with lake effect snow and the ppl generally suck. Met a few good folks and have one that is a friend to this day but in general they are not happy with life. This opinion comes from a southern point of view.

Easily Orlando - No State Tax.. Clean City - Tons of entertainment options - great nightlife - great weather - close to the beach - fantastic shopping - every restaurant in the world

Missoula is hands down top of that list. Helena is still in MT mountains so second place. I'd pick Greenville third. Milwaukee is cool. And I like MSP in summer. Haven't spent much time in Phoenix area but would have to be way out of town.
I hate Salt Lake. On paper it looks attractive, but meh. For me. It's objectively high on the list though due to nearby outdoors.
NH would be cool if near ski area but I dunno anything about Manchester. McIntyre ski area there looks lame. 200ft vertical. Lame.
The rest pretty much blow imo.
So yeah. Missoula in a landslide. (Disclaimer: I'm biased, as I've lived there part-time for ten years and it gets better every time I go.)

If you can handle the cold, Minneapolis is one of the overall best cities in America, imo.
I personally would probably go with SLC.
