First off, those are all regional cities with little to no national draw, much less international.

Second, the Baltimore inner harbor is far cleaner than the French quarter. And I’ve stumbled around Fed Hill a ton in my past, never once felt unsafe. Baltimore’s problems are concentrated.

St Louis is a dump, but that’s a secondary city. I don’t know anyone who ever said “you should go check out this ____ in Memphis.” It is a place people seem to stop to get robbed while they eat BBQ when driving through.

I was in SF less than 6 months ago and that wasn’t my experience, but I suspect it all depends on where you are and when they’ve gone through to clean out the encampments.

My regular place to park when I go to the French Quarter is diagonally on the other side of that square block, namely on the corner of Dauphine and Iberville. It used to be a bustling valet garage with numerous employees. Since covid it has turned in to a dark self parking lot with some shady people hanging around.
We don’t go to the FQ nearly as much as we used to because it’s such an ordeal these days.

It was as clear a signal to criminals as a chess player toppling his king onto the board when admitting checkmate.

And yes, I think even a non chess playing carjacker would grok that chess move.

And they certainly recognize the lesson it imparted that has now permeated even the justice system: 
If you've feel been held back and wronged, the powers that be will consider tossing any aspect of orderly society that you may deem offensive (however incorrect your facts are) and ultimately decide that you deserve to take whatever easy path you choose to "win".
