I have never ordered such a package, but I have also never received any package from Amazon that wasn't boxed up in a plain box. Maybe the customer requested it to not be boxed, so it could sit on the porch for the neighbors to see. Maybe the customer is trying to purposely get some attention from some neighbors.
Back in the day I used to do some grass cutting and discovered a dildo on the side of a house in the yard. Once I saw the bag gal it likely belonged to, I definitely didn't make mention of it. Had it been a hot chick, I would have found some awkward way to bring it up.
