Does this guy own the tow truck company? Is that his only truck?
If he does not own it, why not let the company know? I’m sure the company owner will not be happy his truck is blocking streets and causing trouble with the cops, or that his employee is creating trouble surrounding the truck.
If he does own the company and it’s the only truck, are they “24 hours”? I don’t recall having to provide payment info for a tow truck to come out….so make a few calls at random times to random places (use google voice or some other random number generator). Also, maybe anytime before you need to enter/exit your driveway. Keep the truck away as much as possible.
How big is the truck? Could you call a competitor tow truck for the tow truck?
Do you have a beater vehicle? Or just any vehicle if you’re willing to risk it…anytime the tow truck leaves, park YOUR vehicle in the spot he normally parks. Effectively taking control of that spot and forcing him to park elsewhere.
If he retaliates by damaging the vehicle, make sure your camera picks it up. If he tows the vehicle (he does own a tow truck), well you have proof from the BRPD that it is a legal parking spot (make sure this is documented) and he illegally towed your vehicle.

That said, I'd keep that thang on me, document, and make his life hell through legal means.

I'm sure you carry (based on your user name), you probably already know the following: NEVER let him see your handgun (unless you actually HAVE to use it).
If he sees your carry piece, it will be quite easy for him to file an assault charge - claiming you brandished the gun or pointed it at him. He'll be able to describe the size, color, maybe the manufacturer, method of carry, etc. when he lies to the cops.

If the claim is made the you have brandished a weapon at him and there are no witnesses or camera proof, just make the same claim about him. He will have the choice of going to jail with you or dropping the claim.

Sounds to me like I'd keep carrying a agun, but I'd carry a cane knife as well.

Why do you continue to call BR police about code violations? Take this to the state police. Tow truck licensees are required by state law to follow municipal law at risk of losing their license. Take it to the top, and as others have stated, go with your attorney (there are few here who on TD who might be inclined to offer you support if you asked nicely and bought lunch). Then, the state police will investigate and the owner of the tow business will have to get involved. At that point, a business owner will tell his employee not to park his damned truck there. He's not going to provoke further investigation. These guy's are dirty. They play dirty and as you've experienced, BRPD is not exactly playing this fairly with you.
Alternatively, you can make a request to speak to the city attorney, with your attorney present, and hand them a word for word compilation of the video and spoken comments by BRPD in their response. Let the city know that by their complacency, when you file suit against the tow truck company for harassment, you will be adding the city as their inactions are a collusion between the city and the tow truck company to circumvent the law. Let the city attorney know that further inaction will also trigger a report and notice of criminal misconduct by the city to the state attorney general's office.
If that doesn't work, you might want to move to Texas. You gonna' seriously trigger some good ole baws in the process.

Tow Truck companies are regulated by LSP. File a complaint. They can take the company out of the call out rotation. My brother did it once and got results quickly after months of being d*cked around.
