Get legal advice.
If it was me I would have a peace maker on me at all times and be prepared to use it. Have insurance for situations like this. You have to protect yourself and family first, especially when BRPD is not doing their job.
Still log everything
- go to your council person with documentation
- BRPD chief and file a complaint on the officers with dates, times, etc
- go directly to Sid Gautreaux who is the sheriff with all your documentation.
- follow up with an investigative reporter. They love stories like this.
- never visit the chief or sheriff alone have legal council. City police will try to make you out to be the problem. They charge their tune when there other parties infront of them.

Personally I’d try the method suggests by others several pages back and get in touch with Kiran. The implications appear to be that there’s more than just superficial ties between the officers at BRPD and the driver / tow truck company. That is something right up her alley. Kiran unfortunately doesn’t have the same media visibility as others but I somewhat doubt WAFB or WBRZ will dare potentially step on BRPD toes.
I understand your desire to follow legal avenues. But realistically you should weigh the cost of that legal pursuit versus the cost of moving somewhere nicer you won’t encounter people of his ilk. Even if you seemingly win something legally against the tow truck driver, he will still be living there and you’ll still be dealing with him. He will just be even more of an a-hole.

So todays edition.
I was going to wait until Monday to contact the police again and try to speak to a captain but this driver has resorted to blowing his air horn multiple times at my house every time he dispatches are returns.
This a-hole called my kids retarded dyslexic motherfrickers in front of two officers who both didn't hear him scream in in front of them buy my wife heard it from inside the house.
The cops didn't want to do anything or even provide a report so I insisted on a lieutenant coming out. Of course the cops lie and say I am harassing this guy, whatever, I have the report and a new request for the body cams from today.

I planned on living here 3 years, but I might just have my oldest "live" with my dad and move the frick out, but until then I am not going to be bullied. Him blowing an air horn all times of night is not acceptable by any stretch of the imagination but BRPD will allow and and doesn't even what evidence that he did it. Even still, I can't pull up right now, I probably need until at least the summer to make any moves.

When the cops come out next time I'd be sure to let the cops know that at this point your neighbors actions have made you fear for the safety of both you and your children. Tell them his behavior is erratic and you know for a fact that he has a violent past.
Before you say it, tell the officer to turn on his body camera. Make sure it's on the record.
If the cops still won't help, tell them you won't call again but the next time they come out there it will be to pick up your neighbors head with a stick and a spoon.
