The only audio the camera picked up of him after the police left was "I said it, I said it".
He was was a step from my yard at that point.

Tow companies don't care. 90% of tow drivers are felons. He probably is, too. Look at his arrest records, if you know his name. He may be on parole and you can contact his parole officer.

The ones with the threats of violence in front of cops for sure need to be requested. If cops weren’t recording or didnt make a note of threats in police report he needs to know that as much as getting copies for himself. Does need to set up something that can record general area even a doorbell type camera if possible. Better to have something set up already that can also been seen as recording other stuff and not solely about tow truck driver versus taking out phone and recording.
If it catches multiple parking violations as well that just makes it better if ever needing to call again about parking he can show it wasn’t a one time deal. Don’t call for one parking violation like tow truck driver did.
At some point if not already the repeated threats have to fall under some law dealing with stalking, extortion, or coercion in regards to being about threatening retaliation for complaining about his illegal parking actions and benefit from stopping further calls to authorities in future. Need proof of them.
On a general note:
One of crazier aspects of this is that to retaliate the guy seemingly saw poster’s car parked on street, parked his tow truck illegally again, and then called to complain about poster without ever fixing the parking of his own tow truck. He then makes threats at poster when told to move truck.
We are talking completely ignorant and/or completely arrogant due to relationship with cops. Rational people start being open to the idea that they might be part of there problem when they basically get themselves called out. This guy continues threats and tries to instigate by invoking poster’s son and claiming racism.

Yes. This guy doesn't care about any consequences. He told the cops he didn't care about the consequences of trespassing or battery charges. One of the cops that didn't identify himself came up and told me that this guy doesn't care about the consequences of his action and that I needed to stay inside and lock my door.
He has now resorted to honking his air horn every time he comes and goes. It doesn't pick up my cameras, they start recording after he honks but I set up another camera recording 24/7 to catch it. With what I had I could only get 72 hours of recording.
I did catch him saying "ignorant handicap motherfricker" on my phone camara, I turned it on as he was calling my kids derogatory names but I thought it was too late. I didn't point at him, I just started recording as I walked away. The one camera caught him saying "I said it, I said it" after.

I think you're going to have to do the math. Does this guy have significantly less to lose than you do? What happens when this elevates to the next level? Sounds like he's probably already a frequent flyer with the penal system. Are you?
As much as I'd want to ruin this guy, I know that regardless of the outcome, it would probably hurt me worse. Even if I "won."

This. Even though you are 100% right in calling him out for parking his vehicle on the street overnight and running a business out of a residential house. I don’t know if the juice is worth the squeeze on this one.
Leave and let him think he “won” by continuing to live in his POS house and being a tow truck driver.

Check with the State police as they are the state agency that regulates tow companies and see if they can help.

I understand sentiment of moving or "backing down" because he has way less to lose than I do but you can't let bullies run the world. I have the financial means to move, but what if I didn't? What about the next family? I think my next approach is going to call a Sheriff substation tomorrow, explain what is going on, explain that he has a violent history and see if they can help.
