That's the only thing I can arrive at logically and I don't think it takes a great leap to do so.
Unless you're asserting that he shot him out of malice or had some prior experiences with the man with resulted in animus, why else would the man have been shot? You tell me.

Two things of note here. The cop was responding to an accident involving people WHO CALLED THE POLICE. This wasn't a traffic stop. The cop is a dipshit.
The truck driver was standing almost directly behind the driver of the SUV. Two innocent people could have easily been killed by the dipshit.

Yes it does. It gives the officer a reason to shoot the man. It appears to have been a poor reason, but that's not relevant. Based on his poor training and/or poor judgement, he shot the man.

My belief is that being an officer of the law has emboldened some to think they are more entitled to use a firearm than normal citizens.
And the courts have backed this line of thought.
