Accused 'peeping tom' faced obscenity charge in 2017

A West Monroe man accused of committing on obscene act on Sunday faced similar charges following a 2017 incident.

Xavier Hines, age 19, Riverbend Drive, is accused of obscenity, peeping tom, resisting an officer and criminal trespass in the weekend case.

Hines allegedly masturbated on a front porch on Filhiol Drive in West Monroe while peeking in a window around 7:30 a.m.

The victim told police he looked out of his window after hearing a knock on the door. He reportedly saw a black man sitting in a chair on the porch masturbating. He heard another knock and then saw the man on his knees.

When police arrived, Hines was on the victim's porch, the affidavit states. After the officer asked Hines to come speak with him, Hines fled and was captured without incident on South Second Street.

According to the report, officers located a bottle of lotion on the porch near where Hines allegedly sat.

After Hines was taken into custody, he reportedly admitting masturbating on the caller's porch and said he looked through a window and saw the caller naked.

According to the report, Hines also told police he smoked marijuana around 6 a.m., and he believed it was laced.
