That's not how burden of proof works.
No one has shown any proof that it's happening "all over the country."

No one is denying they do.
They get more money for Medicare patients and uninsured patients. Covid treatment is far more expensive than their normal operating budgets so they've been supplemented by increasing the federal money they get.
You keep saying they're falsifying case counts to get more of that money, but you have no proof and don't even understand where the extra money is coming from to see that it's not really working that way.
