I heard about this the other day and it makes no sense. If someone actually owns a fully auto gun, they are around $15k minimum if sold. Most semi-auto guns, long guns or revolvers I'd probably offer more money then the city is paying.
Lastly, I'd want to know if there is a limit on returns/details. I would go load up on super cheap magazines. If you bought in bulk, you can get 225/556 magazines for $9-11. I'd buy the absolute most I can then double my money with the "return".
