Democrat House member from the old LA-3. After the 1994 midterms when the Rs took over, he suddenly no longer felt at home in the Dem party.
Later he was the point man for Medicare Part D. As soon as they enacted it he announced his retirement and tried to hand the seat off to Billy Jr, who never had a real job in his life. Junior's previous gig was lobbying a subcommittee on behalf of Bell South. (Guess who was chair of that subcommittee?)
After leaving the House Senior conveniently became the chief lobbyist for Big Pharma.
