The surface of this seems like a good idea, but the long term effects would only be in the negative for the player (not the casino).
You have to remember that these places are built on statistics. Nearly everything they do has a mathematical justification - way more so than most other business models. I promise you that the bean counters would factor in the potential "extra" payouts because of such a law and would adjust the payout rate on the machines accordingly.
Remember: the house always wins.

I once saw a guy, when I worked at one of the shittier casinos during my career, who couldn't afford to be there. He wasn't the type who was giving up food to play, but he wasn't the type that had extra cash to blow on slots. He was playing the penny slots and hit one of the big payouts for that machine. IIRC it was $1,200. This was a lot of money to this guy. (It wouldn't have surprised me if that was nearly as much as he made in a month.)
At any rate, those machines (at least in Louisiana as of several years ago) are set up so that anything over $1,200 has to be paid from the cage. The reason for this is that the State wants to withhold income taxes from large payouts. However, anything $1,200 or less doesn't require withholding and the machine can just give it to you in credits, which is what happened in this guy's case.
When he hit it he jumped up, yelled, grinned from ear to ear, told everyone how he had just walked in with his twenty dollars before work (he was in his work overalls), blah blah blah. Remember how I said this was a lot of money for this guy? He sat there for the next couple of hours, on the exact same machine, and played every single penny back. Walked out with only his free newspaper and a couple of cups of coffee.

The machine clearly showed in her own picture malfunction. It doesn't say call attendant... Hand pay xxxxx.xx it says printing millions take your ticket..
Not only did it malfunction it did so while she was cashing out and she clearly is lying about what happened.

That $1200 number is federal and not state. These machines are set up so that any hit over $1200 locks up the machine in a handpay because that's what the federal government requires you to pay taxes on.
Also these machines are supposed to have limits set on them. I have never seen one set for over $100k. Something on this machine had to glitch at a software level for her to get this result. She will wind up getting nothing, unless the casino and slot manufacturer just want to pay her to go away and not deal with the negative PR of a lawsuit.

The casino has zero liability in this? If not then how often do they make mistakes in their favor? Do they return money once they discover a customer lost more than they should have?
