This is easy. It is a two person dorm room. I would go find the filthiest crazy homeless person in NYC and assign them to that room with her. Problem solved. The University is supporting the homeless and driving her out at the same time. As soon as she leaves, offer the homeless person a fifth of Everclear to pack up and move out.

reminds me of a car wreck I was in, in NOLA. A guy hit uns with an old Maxima. He had no insurance and no license. He kept wanting to leave so we made sure he didn't. Police come, get all of our info. Find out he has no insurance, no license and the car isn't his. They let him go.
Offiicer comes up and says "I'm not going to arrest him, I would have to have the car towed and that would cost his friend $250, then I would have to book the guy, he can't afford to bond, so they would hold him 2-3 days and release him due to overcrowding, so it's not worth the hassle. So I ask does that happen with everyone. He asks me if I have a job and a house. I answer "yes". Officer says, I would have brought YOU to jail and had your car towed. YOU would have paid the $500 to get out of jail, paid the fines and paid to get the car at as you need it to work. It's just the way it works.
After that day I grew to HATE the NOPD.
