I saw this in the MSB FA thread about Parsons and Hayward and it just underscores that one effect of this offseason is that it changes the definition of overpaid.
Per 36 last year Pts/Ast/Reb/Stl
Tyreke Evans 18.5/6.5/6.1/1.5
Chandler Parsons 15.9/3.9/5.3/1.1
Gordon Hayward 16/5.1/5.0/1.4

Chandler Parsons is a good player, but he's rated so highly because of how little he is getting paid.
If he's making max or near max, people won't feel the same.

Does the max % only count for the year the contract is signed? That is, is the number (and all subsequent raises) locked in based on that first year or does it shift with each cap? E.G. 30% of 63M, then 30% of 66M, etc.

Pretty sure it's just the first year. Remember, there is a limit on the % a contract can increase per year.

I believe so. I've never heard of anyone's salary increasing with cap increases.

Has anyone talked about this summer making Gordon more likely to opt out? Assuming health (big assumption) he has to like what he's seeing. If Meeks can get 3/21, why can't Gordon get something like 3/33 or 4/45 or more?

I don't see why it wouldn't. I said earlier in the year Gordon shouldn't expect another max and that even with his inflated sense of self worth he should see the contracts Lance Stephenson and Gordon Hayward get as the type of contract he can get. Well Lance turned down 5/$44 and Hayward got 4/$63
