I think that it's an open question whether Davis is in serious decline, or whether his health struggles have simply impacted other areas of his game.
Last year, he shot horribly. He was 19% from 3. His free-throw percentage was 71%, the lowest of his career.
So, maybe people who expect the Lakers to be better this year expect Davis to return to the form he showed in the Lakers' championship season. I personally think that his game is just in an early decline.
Look at his BPM the past four seasons: 9.4, 8.0, 4.8, 3.8.
Or how about WS/48:

So, Davis hasn't played much the last two seasons, but he hasn't played well when he has. Has he simply been unable to get in rhythm because of injuries? Or have accumulated injuries caused a permanent decline in his abilities? Or, alternatively, has getting a ring and getting a huge contract made him complacent and less focused on training and working to be his best?

I mean I hate Davis, but the big problem with him has been health.
He started off last season very well. Take away the one game he left early and he was averaging 25-10-3-2blocks through the first 25 games….then the injuries, then more.
It really does feel like Dwight Howard redux
People keep expecting that he’s too young to decline this much, but by about the third season of it you just sort of have to come to terms with it, and I think that will be this season for AD…unless he can defy it and bounce back, but the whole not even touching a basketball for a month or so doesn’t instill confidence he will..but I get why some writers are hesitant to just write them off yet.

2024 unprotected lakers 1st that can be deferred to 2025
Pels own all their own 1sts plus the remaining MIL picks/swaps. At minimum they will have a steady stream of cheap rookie deal talent or they have the ammo to go make a trade. Right now they have enough to trade for a legitimate superstar and still have a contending team, and that won’t change for several years

Part of it is still being able to play well through injury or with injuries, which he hasn't been doing the past few years:
Games played: 62 -> 36 -> 40 (least ever)
TS%: 61.0 -> 55.6 -> 57.8 (lowest back to back since rookie year and year 4)
PER: 27.4 -> 22.1 -> 23.9 (lowest back to back since rookie year)
WS/48: 0.250 -> 0.152 -> 0.155 (lowest back to back since rookie year)
VORP: 5.4 -> 2.0 -> 2.0 (lowest ever)
Health aside, his decline is looking bad. IDK if its having to carry both ends, but it is not doing well at all.

I think part of it is simply that he needs the right support pieces to look good and the team pissed away all of those to get Westbrook or cut luxury tax costs.
He doesn’t like to play the 5 on defense, he can’t or won’t shoot from 3, etc. Which means you have to keep guys on the roster who really shouldn’t be there (DeAndre Jordan, Dwight Howard, etc) to be the 5 on D, which helps clog the paint for them.
Do I think he will be a superstar with the right support? No, I think that time has passed for him. But he would look a lot better if he stopped being such a pussy about defense so that they could bring in a stretch 4 to play next to him.

I think his shooting is arguably as broken as his body. I think AD is done being a top 20 player. He can barely move these days. He legitimately runs like a grandmother and the alleyhoops that used to happen 3 times a game for him, now happen 3 times a month.
He is still very long and now is pretty smart defensively, but AD’s athleticism has declined from being in the top percent of the nba to maybe top 35%? Unless his shooting or skill level increases, I think it is all downhill for AD from here on out.
