I agree they created a genre but are they "rock"?
And I woudl tend to agree that bruce is more of a solo artist, but several of his albums have the "band" attached.
Personally i would go with the beach boys. granted much of their stuff is sub par, but they have an incredible catalog, were together for a long time, and pet sounds is definitely one of the best albums of all time.

I'm still bitter over the results of the last one. Depeche Mode over the Smiths just makes no sense to me.
I grew up more in the 90's, and had a lot of the earlier Smashing Pumpkins. But they really fizzled out after Mellon Collie.
To me REM has a more impressive body of work, and the better overall albums. Automatic For the People, and Murmur are better than anything the Smashing Pumpkins have produced.
