re: Best regional band from the 80s or 90s that never broke nationally

If Texas counts as southeast then The Wild Seeds. If Kansas City counts as southeast then The Homestead Grays.
If neither count then I don't have an answer. I heard Jason and the Scorchers quite a bit when I was going to school at Kansas State so I would say that they at least cracked nationally if not out right broke.
I'd be tempted to say The Rainmakers but I would put them in the cracked if not broke category too. At the very least they went on to become to Norway what early Cheap Trick was to Japan.

Ruston had a decent music scene in early to mid 90's. Stonybridge was great. Then Howard Shaft was a great party band in the mid to late 90's.

Clutch & Five Horse Johnson - Red Hot Mama ( Parliament-Funkadelic cover )

Late 70s - early 80s, the band LaRoux (or Louisiana's LaRoux) was pretty big in the South.
LaRoux - Riverboat Queen
Early 90s a band called Follow For Now was big in the Southeast.
Follow for Now - Holy Moses

They played at the Tiger all the time. The album they released was extremely different than what they played at the clubs.

Texas in the 90s & 00s:
Course of Empire - seems like they were around forever; toured with NIN and some other big bands but never hit it big when industrial bands were getting radio play
The Nixons - had a moderate hit with Sister riding the grunge wave of the mid 90s. Zac Maloy has made a decent living writing in Nashville these days.
Tripping Daisy - definitely ahead of their time; they might not belong on here because they had decent national exposure
Slow Roosevelt
Chomsky
Flickerstick
Dexter Freebish
The Hunger
Eisley
Edgewater

I put Zebra up there, even though they did get popular in NY/NJ for a time. They still get play on Ozzy's Boneyard & Hair Nation.

The "Spots" still occasionally perform, and are still popular here.
