Nobody’s mentioned that whiny arse Tom Kiefer from Cinderella. I was and still am a huge Hair Metal guy but I could never get into Cinderella because of that garbage voice. Sounds like a bad cat fight.

I can't defend Lee from a vocalist standpoint, however I will tell you that back in the day, record companies looked for folks who had unique or different voices. Before video, they wanted singers that listeners could quickly and accurately identify on radio. Lee most certainly has a "unique" sounding voice.
