I know this sounds like recency bias, but the score in the E’coust scene from 1917 makes it one of the most spectacular cinematic experiences I’ve ever taken in.

There are films built largely around "popular" music that aren't considered musicals - the animated Heavy Metal comes to mind and is very good in its use of music.
QT has been mentioned and is a master at selecting individual popular songs for individual scenes (sort of the point of the OP).
But a guy who clearly had one foot in the music camp (at least early) is Marty. Among other things, he directed The Band's Last Waltz concert film.
Folks are always going to debate whether or not the "earlier" period Marty (Taxi Driver, Raging Bull) was eclipsed by "peak" Marty (Goodfellas, Casino) or that the later career resurgence (The Aviator, Shutter Island, The Departed) produced the best films. As far as use of music, Goodfellas and Casino stand out particularly.
Goodfellas - everyone is going to mention the brilliant Cream to Derek and the Dominoes (both bands featured Clapton) transition from Sunshine of Your Love to Layla when Jimmy goes from contemplating killing Morrie to clipping the whole Lufthansa crew.
However, the music medley playing during the day Henry Hill gets arrested in Goodfellas is really the icing on that cake of a scene. From Harry Nilsson's Jump into the Fire to Muddy Waters' Mannish Boy, visiting Jagger, The Who, The Stones and George Harrison along the way - the editing and jumps in the soundtrack perfectly compliment the speedball fueled paranoia of the scene.
