They pretty much alluded to it though with the "we didn't get them all" stuff and the showing 5 men in the video. Them getting the one man was a small victory for the "light." It's supposed to be a long, drawn out battle between the lightness and the darkness.
They kind of won, but not really. The news reporter saying that Senator Tuttle saying there's no relation was placed in there for a reason, I think.

I don't think all the questions were supposed to be answered though. They just got one guy. The video was stashed in Rev Tuttle's house. There were a lot of people in on it. Just a small victory

yeah there were FIVE men in the video
probably the preacher tuttle, ledoux, ledoux's boy, errorl, and an x. 2 family. 2 non-family. that x could be any number of people (probably the sheriff)

Yep. Nothing wrong with accepting the outcome. The show was written so well, shot so well and IMO finished the way it should have been.

There were several things that pointed to it being more than just Rev Tuttle. The old woman talked about the ton of children by different women (hence the whole Tuttle/Childress deal), Eli from the tent revival talked about finding pictures of molested/potentially dead children, you had at least two Childress' in the police department that helped cover things up (the jail suicide and all the reports), and etc.
It's not hard to draw the conclusion that multiple Tuttles/Childress were involved.
