It’s finally on Disney+. Apparently as of May 25. It’s been so damn hard to find. Had to be 25+ years since I’ve seen it.

Key Factors in the Delay
• Rights fragmentation: Hyperion/Kushner-Locke ownership changes over the years split rights across multiple entities (production, international distribution, etc.). Older licensing deals often didn’t cover modern digital/streaming, leaving the film in a legal gray area or “unstreamable” for platforms like Disney+.
• No full ownership: Unlike the direct-to-video sequels (To the Rescue and Goes to Mars), which Disney controlled more completely after the first film’s success, the original had lingering third-party interests. This is why the sequels were on Disney+ much earlier.
• Digital/streaming era mismatch: Pre-streaming contracts focused on physical media and broadcast, so negotiating or clearing rights for Disney+ (launched 2019) took years of legal work.

I watched the absolute frick out of this movie as a kid. One of my favorites.
Completely agree with facher the air conditioner's panic attack was one of the more frightening things I watched as a kid.
And yes Phil Hartman is definitely the guy you're thinking of. He was the air conditioner.
