Is this a new take on Joker’s origin?

The only one I know of is the one in Burton’s Batman. Is that the origin story or are there multiple origin stories?

Multiple origins.

Alan Moore had The Joker as a failed stand-up comedian in The Killing Joke. That was the start of that version.

Joker has no idea what his origin is. He is the classic faulty narrator.

Also DC should use the Arrowverse Crisis on Infinite Earths to make this Joker the Joker of the DCEU.

How can Brett Cullan play a congressman in Nolan's Batman but now play Thomas Wayne in this Joker origin story & the studio doesn't think fans will notice/care?

A) Actors play different rolls in the same cinematic universe all the time. See Jason Lee or Ben Affleck in the View Askwniverse.

B) This film is set in a different universe from the Nolan films in a multiverse which is part of an even larger omniverse. In an infinite multiverse dopplegangers exist.

I don't want to blow your mind, but...

The same poster for the '81 movie Excalibur can be seen in the "death of the Waynes" scene in Batman V Superman and in the theater scene in this final Joker trailer.

Dude probably had some nightmares after doing this. Think about having crazy laughter in your head for what was probably a few hours.
