A US Government agency employee that is portrayed as a ruthless villain.

*Alec Baldwin as Nick Kudrow in Mercury Rising (1998)

*Patrick Stewart as Dr. Jonas in Consiracy Theory (1997)

*Chris Cooper as Alexander Conklin in The Bourne Identity (2002)

David Strathairn as Noah Vosen The Bourne Ultimatum (2007)

* Jon Voight as Thomas Brian Reynolds in Enemy of the State (1998)

I'm not a comic guy and I haven't seen many of the more recent movies. What are some more?

Robert Redford in The Winter Soldier if you're talking about comic book movies.

Tommy Lee Jones as Strannix in Under Siege. Or Busey. They were both insane.

Another example is from a relatively obscure movie that I remember precisely because it was so over the top.

My Fellow Americans was an ex-presidents buddy movie with Jack Lemon and James Garner taking on the military industrial complex.

Everett McGill played the evil Col. Paul Tanner of the evil NSA, giving stitches to snitches and anyone who got in his way.

It seems like James Woods always has a role like this every few years.

If we can include Military figures- Nicholson in "A Few Good Men"

Berenger in Platoon- which, while by no means realistic, holds up really well.
