I am not saying the best, I am saying perfect in that it has:

Great pacing
Great characters & interactions
Great stand-alone episodes as well as season arcs
Consistent quality
Solid writing
Stuck the landing with series finale
Imminently rewatchable

There are better shows (The Americans, Breaking Bad, The Wire, Sopranos, etc), but I would submit that Burn Notice is perfect.

It faltered a bit when they added Jessie as a full time character but once the writers figured out the new dynamic it was good again.

We watched it back in the day - Jeffrey Donovan may be the worst actor ever though. No inflection or expression in his voice at all.

I watched it from the first episode when it aired. The show was very well done and entertaining. Sam and Fiona played so well off Michael. As you mentioned, the weekly episodes were always compelling enjoyable. It was able to be dramatic but did not take itself too seriously…kinda similar to the vibe of Rockford or Magnum.

Loved it. It's one of those shows I started watching in marathons on USA when I was hung over and I was hooked. It fell off a bit toward the end, though.

It paid tribute to Magnum PI. I loved it.

My name is Michael Westen. I used to be a spy, until...

voice on phone:
[phone rings] We got a burn notice on you. You're blacklisted.

MW:
[whistles]

...When you're burned, you've got nothing: no cash, no credit, no job history. You're stuck in whatever city they decide to dump you in.

Michael:
[groggily] Where am I?

Fiona:
Miami.

...You do whatever work comes your way. You rely on anyone who's still talking to you:

Michael:
[laughs tightly]

... a trigger-happy ex-girlfriend...

Fiona:
Should we shoot them?

Michael:
... an old friend who's informing on you to the FBI...

Sam Axe:
You know spies: bunch of bitchy little girls.

Michael:
... family, too...

Sam:
[phone rings] Hey, is that your mom again?

Michael:
... if you're desperate.

Madeline Westen:
Someone needs your help, Michael.

Michael Westen:
Bottom line: until you figure out who burned you, you're not going anywhere.

He was good in Touching Evil, but horrendous in Law and Order. I mean who is actually bad as a main character in Law and Order.

Loved this show. Follow Sam’s advice and don’t drink the water in Mexico, only tequila.

That was one character that I did not really care. Along with Nate. Felt both actors did some over acting in their scenes.

Great show.

No one has mentioned how good Sharon Gless is as Michael’s mother. She does a terrific job.

Some of the later year’s episodes / overarching plots get a little convoluted to me.

The Fall of Sam Axe is a great tv movie.

I believe you can learn a lot of decent spy craft from the series.
