I personally don't care about historical accuracy in something like this unless it takes me out of the story.

If you know and care about the story, and that ain't a lot of folks in the US or even the world outside of Scotland. I personally look at stuff like that or Gladiator or The Patriot as "inspired by history". If a set of armor in Gladiator was off by 50 years I didn't know it so it didn't impact my viewing.
Now if they had Kevin Hart play Commodus that might have taken me out of the story a bit.

Each LOTR movie, which is the closest to this vision in regards to things like armor, weapons, casting, practical effects, etc. had a budget each of approximately $93-94 million dollars ($281 million for all 3) in 2001; that would be $175 million in today's dollars.
So $100 million would give us a pretty shitty Odyssey. Double it at least, and presume external costs are absorbed by the studio; if Elon is footing the entirety of the cost then you're talking over half a billion dollars.
Could Elon afford it? Absolutely. Easily, in fact.
Would he actually go through with doing it? Highly unlikely.

Why? I love TDK. Great comic book movie in its time. It blew me away in the theater.
