An IQ test doesn't test your scientific knowledge or engineering expertise.

The IQ test is a toss up but Bruce Wayne is more of a man than Tony Stark considering his fighting prowess and ability to endure amazing and unbelievable punishment and trauma.
He doesn't need the Batsuit or any of his tech to beat the shite out of someone. Stark on the other hand....

I'll go with Stark. Just intuitively sees things at the largest level, solves problems others don't even perceive.
Wayne is largely riding on his parents' accumulated wealth, has time to sit and stew over things that bother him. Not saying he isn't smart, but he's not brilliant, he's driven. There's a difference.
