It's Madeline Kahn.
Problem is - which one? History of the World Part 1 is probably the winner, but there is an argument for both Blazing Saddles and Young Frankenstein.

"Drop Dead Gorgeous" has a few IMO.
Allison Janney is good... but I think Ellen Barkin is even better as the white trash pageant parent (complete with beer can expolsion-fused to her hand).
Alexandra Holden as last year's "skinny" reigning queen is up there as well. Contestant Mary Johanson... NOT even a shred PC.
Christina Ricci as Wednesday Addams deserves consideration as well.
