Had Ledger still been alive, I think Nolan would have still used Talia in the bomb plot. It would make more sense if Talia handed the bomb off to the Joker as the ultimate sign that Batman’s views on humanity were wrong rather than just waiting 5 months for it to go off. If I had to guess the villains would have been Joker, Harley Quinn (Catwoman took her role), and Talia.

I don't know about Harley. I get the sense that's a character Nolan doesn't care about.
