I would consider him an A-lister, a guide you could add is how much does he get for a movie?
You can quibble over current relevance/filmography but he is a legend, Grease, Pulp Fiction and even Saturday Night Fever will long be remembered.

A-List means can they carry a movie based on their name alone. I don't think any of these fall into that category. They are good actors and at one time Mel and Carrey could have but not anymore IMO.

I don't think Travolta is an A lister at all. He was once, but hasn't been in years. Can he get good tables in the best restaurants of LA or NYC without a reservation, just by showing up? Maybe if DiCaprio, Affleck, McConaughey, etc etc aren't there first. Or even Bieber. When Bieber can get a better table than you, you're not A list.
Travolta is a punch line nowadays. No way he's A list. Cage isn't either. He pretty much does horrible B movies nowadays.

Streep
Lawrence(Jennifer)
Pitt
Jolie
Clooney
Roberts
Bullock
Depp
People like Eastwood, Deniro, Nicholson, Pacino, Freeman, are also still A list and more importantly they are legends.

How is Will Smith an A lister? Also where is Tom Hardy on that list? He is definitely an A-lister. If you disagree then you clearly haven't seen his wide genre of acting.

She's probably more of an A lister than almost everyone on your list
agree and the other 3 are likely to make the list as would Charlize Theron.
While I don't like Depp all that much, he certainly makes the list on talent, Affleck and Damon, not so much, both are pretty limited actors, hell Chris Pine has as much skill as either of them.

I honestly don't know what anyone's standard for "A-List" is.
Like, Jennifer Lawrence was probably the biggest and most trending actress in the world for a year or two when Hunger Games was coming out and she followed that with Silver Linings Playbook and she became really popular on the talk show circuit and had some scandalous pictures released.... But I guess she isn't A-List?

I think Jennifer Lawrence is A list. The OP's original criteria for A list is not what most of Hollywood would consider criteria for A list.
Hollywood doesn't really care if you can act or what your range is. Schwarzenegger and Willis were both A listers at one point. It's about name recognition and dollars(how much money can they make for the studio) first IMO. Talent is 3rd.
Although there are always exceptions like legends who may not have done much in the last decade or more, but they're still legends and will be so well past their deaths. Ex: Hope, Ball, Grant, Hepburn, etc. Living legends can be added here too.
It's all very subjective of course and Hollywood can be fickle.

Sam Jackson isn't a lead. He's a great supporting actor but he's not the main character and not someone you're gonna build a movie around.
As far as Travolta, pretend you're a bigshot Hollywood producer today in 2015 and you have a great script, or at least one that could be a potential huge hit. Is Travolta your first choice to star? Do you want his face on all the posters and all the promotion built around him? Do you believe a movie starring him can pull in $300 million? When was his last mega hit? How many people under age 30 care about him today?

You could almost say the say thing for De Niro and he is one of the greatest actors ever, imo.
