Are you asking for the best college player to never win a Heisman, period? Or the best player to never win a Heisman that actually had a chance to win one?
Because Orlando Pace is the best college football player that never won a Heisman. He might be the best college football player ever at any position. He’s certainly the only guy that has unquestionably been the best player at his position in college for three consecutive seasons.

David Klinger. In his Junior year, Houston went 10-1 and finished 2nd in the SWC behind Texas.
Klinger has ungodly stats. In 11 games he threw for over 5K yards and over 50 TDs. He ended up coming in 5th place in Heisman voting.
Ty Detmer won the award. Rocket was 2nd. Detmer threw 28 ints that season..

That Texas team was loaded. They destroyed the Big 12 that year. They could’ve put 100 on Colorado in the Big 12 CG.
