Can be on any level but take into account the level of competition to whatever extent you'd like.

Eddie Robinson
Nick Saban
Sean Payton
Les Miles
maybe a JT Curtis...
definitely Jay Roth up in this bitch...

How so? Levels of completion are relative. Everyone played against relatively equal competition, right? If you mean "Best" teams then you make it only between Saints' coaches.
