You can definitely argue that his play wasn't good enough to warrant a Hall of Fame induction. I wouldn't argue with you either. However, what he did for the sport warrants recognition and a permanent place in Canton IMHO.
Its true. Namath is still one of the biggest stars in NFL history. Go to Canton and they've got a hologram of him welcoming visitors to the hall.

Namath is a prime example of stats not being so important. He was the 1st true media driven superstar in pro football. He was must see tv when he played.

Craig certainly was a main component of that engine.
Montana was flat out incredible in the 49ers ‘88 and ‘89 post season runs. Six games, 19 TD passes, 1 INT, and I’m not sure if any fumbles lost. Passer rating over 100 in all six games, and completion percentage of 70 or higher in all three games of the ‘89 post season.
His post season performance of his last two SB runs is a HUGE reason why he’s thrown into the GOAT QB conversation, in my unprofessional opinion. Without those, he’s probably a good bit down on that list.

Lamar is almost certainly making the HOF even if people here don’t want him too. He’s already a 2x MVP and 3x 1st team All Pro. Every eligible QB with multiple NFL MVPs is in the HOF. I’m not hundred percent certain but I think every eligible QB with 3+ 1st team All Pros is in the the HOF too.
There are a few different QBs without a SB win that are in the HOF. It’s not unusual

Outside maybe the 1st Superbowl run it was basically impossible for the 49ers to lose any of those playoff games no matter who was under center. Dominant run game, all day to throw and 6 yard passes that Rice and Craig turn to 40 yard TDs. Not to mention elite defense

About 25% are in simply because they were good players on a great or high profile team.
They are rewarding too many guys. The Hall of Fame should be held to a ridiculously high standard and only 3-4 guys should be let in a year.

I'd argue Unitas and that Colts-Giants game in 1958 really did that because of how monumental that game was nationally at the time and it set in motion events which started the AFL which then started the bidding wars and antitrust arguments which then facilitated the merger and started the Super Bowl event which expanded the NFL's TV reach nationally and internationally, Namath and Super Bowl III was really icing on the cake for what that 1958 title game meant in the grand scheme of football's rise to overtake baseball as the most popular spectator sport and modernize.
Nevertheless, Super Bowl III guaranteed Namath's place in the Hall without question. Any other outcome other than the Jets winning that game, his HOF candidacy becomes debatable which probably means he doesn't get in until he's in his 70s.

They lost several playoff games - Joe Gibb's 83 Redskins, the 85 Bears and Buddy Ryan's defense, the 86 Giants and their great defense, the 87 Vickings, etc... Plus they had some close games where Montana saved their arse - Dwight Clark's catch against the Cowboys, both drives to beat the Bengals in the final minute of two Super Bowls.
People think of the 49ers as a dynasty but the NFC was loaded from 1980-1995 and they took their licks and stumbled into roadblocks just like everyone else. They scraped out on top when all was said and done but that was in large part thanks to Montana's clutch ability to thrive in the biggest pressure moments.
