Empowered by the state constitution. I doubt they use the surface money from the fund for this (UT system gets 2/3 of annual surface money while A&M’s system gets 1/3), and I also doubt constitution would ever be amended. It would be interesting if it could be amended. There are a lot of schools with alumni voters that would want a piece of that fund if using it on athletes triggered any kind of push for reform.

I'm not saying we aren't spending more than anyone else. I'm not saying we aren't spending a "record" amount.
I will say Kirk Bohls is an assclown who pulled that $35-40 million number out of his arse. He does this shite every summer where he tries to stir shite up with 1/4 truths to get people to post his articles.

Which was pretty ridiculous seeing as the NCAA is a private organization and the athletes aren’t employees.
