I read the college rules and there is no issue with the forward pass by Michigan.
However, your gif doesn’t disprove what I said. I believe there is an NFL rule about passes starting with the QB and the shotgun formation, or something like that. Idk, I may be confusing it with spiking the ball.

Nah, that was blatant targeting. It wasn’t even close. I’m shocked they didn’t call it as there is not a defense for the officials to say it wasn’t textbook definition of the rule.
Should have been Michigan ball at the 40. They still probably lose, but refs selectively enforcing obvious rules violations because of scenario screwed them out of any chance. Throw out these safety rules if you’re not going to enforce at all times.
