He absolutely is top 5 of guys I've seen play in the last 45 years. Seems pretty clear cut to me that if you weed out the guys who were great in a large part due to the system they played in or more due to being on great teams the best were:

Steve Young
Cam
VY
Tebow

Just by eye test those guys easily stood out.

It depends on how much you value postseason/big game performance. Vince Young is like the college football version of John Elway. His overall numbers were very pedestrian but he was an unbelievably good big game and bowl game QB.
