Well it’s not relevant that it’s legal in most states. She brought something illegal to another country.

Was the oil law on the books when she broke it? Yes it was.
You can’t go to other countries and break rules then get upset when you are punished.
1. Either follow laws of the country you are going to
2. Don’t go to places you disagree with on silly laws.

Obviously it's stupid, but the rule of thumb for anyone traveling into another country has and always should be
"respect their laws, even if you disagree. Why? Because you don't ever want to give them a reason to arrest and detain you forever. These places aren't America where things are somewhat reasonable, you go there you play by their rules and their games."
