Russia has officially been banned from competing in the 2018 Winter Olympics

The country is banned. They will receive 0 medals.
If their athletes compete, they will not win on behalf of Russia. And I'm sure the ones who doped are not allowed in.
Why should someone who has spent countless hours training be banned because someone else cheated?

I think the special dispensation is to protect the winners, not the Russian athletes. The powers that be have said that they want all clean athletes to participate so that the winner will not be cheated as having not faced the best.
